The Global Campaign for Education (GCE) issued a new manual on "Planning Issues on Education" in different language in order to promote the participation of civil society in the processes that deal with the national plan for the education sector in the country.
This manual is tool used by the national education coalitions towards the promotion of citizens' knowledge, techniques and skills in order to be engaged effectively the activities related to developing education sector plans on the national level and relevant procedures.
The manual describes methods of preparing development plans and budgets, and to assess, monitor and review the work in practice through dialogue within the local education groups and other political forums. It suggests how the civil society must be ready to participate in these processes. It also highlights the importance of Education sector plans and their within the Global Partnership for Education (GPE) because any funding provided to the governments of developing countries depends on the support of the Global Partnership for Education for these plans. The manual also highlights the guidelines and related processes of Global Partnership for Education.
Planning Issues in Education were developed considering South coalitions and to be particularly useful for those that receive support through Civil Society Education Fund (CSEF), which the majority of its fund is provided by the Global Partnership for Education. The Guide is available in all the official languages of the Global Campaign for Education (including English, Arabic, French, Spanish, and Portuguese) hope that education coalitions will invest this tool to work in the field of advocacy and lobbying.
